was launched to research the potential of blue carbon and carbon neutrality technologies, supporting science-based ocean governance. To strengthen national resilience: Patent examination time was significantly shortened from 46 months to 14.2 months, and a global patent search system has been deployed to strengthen technology deployment and innovation capacity across academia and industry. The completion of 773 satellite backup stations, immediately deployed during the Hualien earthquake, ensured uninterrupted disaster communication. Additionally, the completion of the TaiwanMatsuo submarine cable and expanded microwave backup capacity comprehensively improved communication coverage and disaster response in remote and outlying islands. AI algorithms and downhole observation stations were upgraded, thus shortening the earthquake warning release time to 7 seconds. Customized warning systems were also successfully implemented, effectively reducing blind spots by 50%. Performance of Priority Science and Technology Programs In 2024, to advance the President's Five Trusted Industries and National Project of Hope initiatives and to align with global semiconductor trends through the Taiwan Chip-Based Industrial Innovation Program, the government continued implementing the Net-Zero Science and Technology Program. A summary of the progress achieved under these policy initiatives is provided as follows. ● Five Trusted Industries - Semiconductors: Strengthening Taiwan's capabilities in advanced manufacturing, advanced packaging, and next-generation technologies, AMD and Infineon introduced key technologies and initiated joint R&D with domestic partners. The first high-speed testing and validation platform was established, achieving PAM4 200 Gbps per-channel testing and supporting both 8-inch and 12XIX
